He was born in 16 August 1947 in the village. Kudlay, Nemirovskiy District, Vinnitsa region. In 1972 he graduated from National Pirogov Memorial Medical Institute and after the internship in surgery at the Nemyriv Central Rerional Hospital from 1973 to 1976 worked as head of the surgical department for 25 beds in Oratovsky district hospital.

In February 2017 year he was elected by the Academic Council of Vinnytsia National Medical University named after M.I. Pyrogov to the position of associate professor of the Department of General Surgery. On April 29 2021 year he defended his dissertation for the degree of Doctor of Medical Sciences on the topic: ‟Substantiation of development and use of nanomodified mesh implants for open and laparoscopic alloplasty of abdominal herniasˮ In December 2021 year he was elected by the Academic Council of Vinnytsia National Medical University named after M.I. Pyrogov to the position of professor of the Department of General Surgery where he currently works.
The main directions of Ruslana research: nanomodified surgical sutures and nanomodified mesh implants with antimicrobial properties for hernia. Lutkovskyi R. is the author and co-author of more than 80 scientific papers, 14 utility model patents and 1 invention patent. Ruslan co-authored an information letter of the Ministry of Health of Ukraine, which was included in the register of sectoral innovations and introduced into medical practice. His scientific works have been presented and published in various publications in Ukraine, Belarus, Poland and Moldova. Having mastered modern methods of diagnosis and treatment of surgical diseases, he constantly provides counseling to patients and conducts surgical interventions on the basis of the municipal non-profit enterprise ‟Vinnytsia City Clinical Hospital №1ˮ.
